Why not use the Telegram protocol?

Good afternoon! I will be a theorist in this topic rather than a practitioner and I don’t really rummage AT THE MOMENT in this, but I’m slowly understanding it. Telegram has its own protocol (MTProto), which prevents the RKN from blocking it (maybe I put it wrong, but you will understand the essence further).
Essence of the question:
Why don't the sites that were blocked by the RKN use the API of this protocol (I hope I still write correctly and you won't throw me slippers) to bypass the blocking just like Telegram does it? For example, rutracker uses Telegram's technology to bypass RKN blocking, making it unblockable.
PS RKN - Roskomnadzor. || And is it possible at all? (The question is only theoretical!!! Just curious!!!)

MTProto does nothing to counter blocking. This algorithm is not about message delivery, but about their encryption.
Blocking is bypassed by constantly updating the pool of nodes and sending their addresses through push notifications.

Telegram is a native client.
MTProto - traffic encryption protocol for this client.
The browser is a native client.
SSL - traffic encryption protocol for this client.
Bottom line: It all depends on the availability of the server, and not on the encryption protocol.

In any case, everywhere has its pros and cons, it is impossible to achieve perfection. Everything costs money and time, and gives some specific output in accordance with the goals set. Therefore, first of all, you need to decide on who sets the goal and what. If these are site owners, then explain why they need it, maybe they have a good life? Why is this option better than the others? Why do you decide for them? If this is you, then explain why you need this, aren't there other easier and cheaper ways to get around?
Why don't website owners hire their own army and defend their constitutional rights by force? The whole world history has shown the effectiveness of this method, so the RKN will not resist such an onslaught (sarcasm).

short - applications use a different protocol than websites, to switch to it you will need to rewrite browsers and server software. Besides - the protocol has nothing to do with locks. Part of the bypass functionality is changing server ip addresses on the fly, without using DNS. Which is actually the main problem of sites (changing ip will not help them in any way, since you will not go through the domain, it is blocked by the provider).

The cart has its own protocol and it is MTProto, yes. It has nothing to do with blocking. The cart is about politics, and politics has its own principles, which is why Durov is arguing for the constant change of IP, which in fact has already led to the law "on sovereign Runet" and will soon lead to white lists.
MTProto is a cart protocol, it has nothing to do with websites and browsers.
