Why not redirect via htaccess?

RewriteRule ^([^.]+)(/?)$ index.php?do=cat&category=$1 [L]
Redirect 301  /cheats/ http://contracity.ru/codes/

such 2 conditions are registered in the Datalife engine. Why does contracity.ru/codes/?do=cat&category=cheats open when I open contracity.ru/cheats
? I can’t understand (where to look?
