Why not looking for an article?

Good evening!
I ran into a problem, when querying the varchar field , which is the title of an article, articles that actually exist are sometimes not displayed.
For some reason, some news looks in Cyrillic, but for some reason, apparently, the encoding is different there. Because if I re-write the title of the article manually, then everything is ok.
What is the reason and how to make all the news into a single encoding? Or how to make it search for such encodings as well. Because there are a lot of articles, thousands.

See the difference between the lines? And she is. The first line is typed in Cyrillic, the second in Latin. From the computer's point of view, these are different lines.
