Why mysql server can consume so many resources?

Noticed that the server is loaded Pts long.
logged into the monitoring system and there is a process
/usr/sbin/mysqld --daemonize --pid-file=/var/run/mysqld/mysqld.pid 398.3% 2.9%

Why is this happening? yes, there are 20 sites, but I don’t make any requests with the database.

Look show full processlist \G
Turn on slow_log and see which queries should be optimized.
