Why MS Visual Studio Community 2013 is not in Russian?

Downloaded and installed MS VS Community 2013 from the office. site, I would like to know:
1) Why is it in English (although VS Express 2013 for Desktop, which was installed along with Community, is in Russian)?
2) If there is no Russian language for her now, will there be one in the future?
PS I searched in Google, I read the MS site, I did not find any answers.

The language pack can be installed in Tools > Options > International settings link "Get additional languages".
Download the package and install.

1. Because this is the official version, which is used not only by the Russian-speaking population. Professional Photoshop is also in English.
2. If there is a demand, they will do it in Russian.
