Why might urlManager not work in yii2?

Good day! I can't understand why urlManager in yii doesn't work. I do everything as described in the documentation.

The idea is that the forum action from the main controller should work, but the rule is ignored. The rule matches the site.ru/forum/1 url, but it doesn't work. Works out the default action and that's it. And no mistakes, which is typical! In general, help me out for a week trying to understand why the CNC does not plow.

Issue resolved! It turns out that document_root needed to be configured in such a way that it points to the web folder.
