Why might the Telegram Notification module not work in ocStore 2.1.0.2.1?

Online store on ocStore 2.1.0.2.1, I was not involved in the development and configuration, but I have to figure it out. Telegram Notification does not work, order messages do not come, I don’t even know where to start, what could be the reasons that it stopped working?
