Why might localization not work in WebAsyst?

A friend asked me to help with the site. The site detskaya-obuv(dot)ru works on the ancient WebAsyst 309. At some point, instead of the words coryzna and other official inscriptions, English codes appeared (you can see it on the site), i.e. instead of "Basket" CART_TITLE, etc.
The situation is the same in the admin. In the database, all these codes and localizations are entered for them. Who worked with the system, can you tell me what the problem could be?

Clear the cache in the installer , check the settings responsible for the default language
