Why might it not work in Windows to open a file by dragging it onto the program window?

Strange garbage: I grab a file with the mouse, drag it onto the Sublime Text 3 window and the file does not open.
Neither text, nor script, none.
Why can this be so, in what direction should we look to cure it?
(Drag and drop image onto browser window → show image in browser, drag text file onto Atom or Brackets window - open file)

Because the authors of the software might not have added support for this method of opening a file. Now, if this method works on another machine with the same software versions, then we can assume that something has broken somewhere.

And sublime is not running under the admin?
