Why might ACTION_USB_DEVICE_ATTACHED not be called on some phones and how to fix it?

Greetings!
On some phones, the ACTION_USB_DEVICE_ATTACHED event is not fired, although ACTION_USB_DEVICE_DETACHED is fired just fine. For example on Sony XPERIA C3.
How to find out what he does not like and how to fix it?
