Why long consideration of google play?

There is an application. Quite old. Previously, there were delays of 1-1.5 days maximum, but usually they were seen in the market within 4-8 hours. The last update hangs for 7 days in the status "under consideration". The question is, is there any way to speed it up? Second - are there any upper limits?

A new application is usually checked in 3 days. Updates, if small - a couple of hours.
There is no way to speed up the check.
