Why jQuery plugin only works after page refresh?

I'm doing a project - Django backend, front - Angular. On one of the views there is a jQuery plugin for a photo gallery with gadgets and all sorts of beauties. There is only one problem - at the FIRST visit to the page, these beauties appear along with the photo only after the page is refreshed, the plugin itself works correctly. Can anyone explain this behavior and how it can be fixed?

Create a plugin directive, set up everything in link. Or better find a solution under AngularJS.
