Why jbd2 eats a disk and how to wean it from it?

On our server, the smsd daemon is running in 16 threads (for 16 modems). At the moment of load, Disk I / O rises sharply to 100%. The iotop statistics, however, show that it is not smsd itself that loads the disk, but the jbd2/sda6-8 and jbd2/sda5-8 processes.

The entire server at such moments gets a stake simply. Why is this so and, most importantly, how to get rid of it?
