Why isn't the search in the taskbar and settings in Windows 10 working?

Search in the taskbar and in Windows 10 settings does not work. What should I do about it? I turned on the Windows Search service (it was really turned off for some fucking reason), but it still didn’t work.

Even when you try to run the Search and Indexing troubleshooter, it says Windows could not access the specified device, path, or file. In the header, the path is "C:\Windows\system32\msdt.exe"
This file is in place, but when you try to manually start it - "Enter the access key provided by the support service"
