Why isn't the Animation and Animator tab working in Unity?

Here are three animations I created that stopped working after I restarted the project.



and here is how it is expressed. Does not allow you to select an animation or create a new one.

To make animations work, you need to create an AnimatorController in the project folder, then drop it on the object that will be animated, select it, then drop animations in the animator tab.
