Why is Zabbix not installed?

I tried to install Zabbix on a virtual machine in order to get to know and deal with it.
On an Ubuntu 14.04 virtual machine.
Installed according to these instructions.
Zabbix did not start after installation. If you do service zabbix-server start, the response is zabbix-server stop/waiting. /var/log/zabbix-server is empty, i.e. not even a log file is created.
What could it be?

This is an ancient instruction. You stuffed old packages Install
according to the instructions from the site:

And if the log file is not created, then maybe there are not enough rights to create it?
Create it with your hands, give permissions and check, I didn’t have such problems, I also installed it on ubuntu on Hyper-v

Perhaps there is something useful in /var/log/syslog ?
