Why is WSUS not cleared?

On cd windows server 2008 r2 WSUS has a capacity of 222GB. Inside the UpdateServicesDbFiles folder is 7GB, UpdateServicesPackages 0GB, WsusContent 215GB.
WSUS version 3.2.7600.251.
The regular means of the Server Cleanup Wizard does not clean up, it does not display errors, a couple of times it showed that N pcs were deleted. updates, but free disk space has not increased.
I completed all the points https://habrahabr.ru/post/329440/, for all commands in the MSQL Server Management Studio program it displays the result "The request was successfully completed", but the volume of folders does not change.
I ask to advise how it is correct to clean WSUS.
