Why is windows 7 showing such a low CPU rating?

The computer is as follows: AMD PhenonII x4 925 2.6 GHz (Deneb), 8 GB (2 GB * 4 bars) of RAM (always runs at a slightly lower frequency - 1067 instead of 1333 due to the fact that the computer may not start at 1333 - cost 2*Kingston and 2*Kingmax), motherboard Asus m4a77td, video card sapphire HD7770. The processor did not overclock. I overclocked the video card a little in the old Windows with the standard utility from ATI, but did not overclock it in this new Windows.
Not so long ago I bought an SSD (Plextor M6S 128 GB) and installed the English Win7 x64 with the latest updates, DrWeb antivirus and other software from scratch.
I follow the autoload, there are no viruses, the thermal paste on the processor is fresh and there is no overheating, there is nothing superfluous in the memory either, there are no left processes that occupy the CPU resource. I save the system and regularly clean it with CCleaner.
The system loads very quickly, as expected (despite the fact that my motherboard has only SATA2), but I began to notice unpleasant phenomena: sags. Few tabs open.
- Although the system itself and programs in autorun are loaded very quickly, some programs start very slowly: OpenOffice Writer can start for 15 seconds, and VLC generally up to a minute, and after starting it starts playing the video far from immediately (of course, all this is on the C drive, i.e. on an SSD). As if I didn’t have a quad-core, but the weakest Celeron. Tried reinstalling VLC - to no avail. Other programs are also somehow sluggishly launched. But the games do not slow down: Skyrim loads very quickly and flies almost at maximum.
If I connect an old HDD instead of an SSD and boot into Windows (also Win7 x64), which is already more than 5 years old, this is not the case: the system starts up relatively slowly (because the old one is on the HDD), but programs start very quickly.
At the same time, I have a standard utility from ASUS that controls the power consumption of the processor. When set to maximum performance, these brakes are 50 percent smaller, but still pronounced. In the maximum performance mode, the frequency numbers in CPU-Z swing between 2.6 and 2.8 GHz, but it happens that the value of 800-something MHz flickers. In Auto or Max Power Saving mode, it consistently shows 803.6 MHz.
Today, my eyes fell on the properties of "My Computer" and I was very surprised: the computer's performance rating is 3.7 !!! Despite the fact that all the parameters are from 6.4 to 7.6, and the weak point is ... the processor! I tried to turn on the maximum performance mode with the utility from ASUS and restart the test - the rating remained the same.
In the old Windows, the rating of the same processor is 7 with something, and the overall index is 5.9 due to the system HDD.
Questions: why such a low rating? Why does the launch of some programs slow down so much (especially hard - VLC), but the games do not slow down? What can be done to make VLC art quickly, where to watch? Could this be because I now have an IDE DVD drive instead of SATA?

Go to the power options set - minimum processor state -100% maximum 100%

To make VLC starter quickly install it on ssd.
The rating is not that low, keep in mind that amd processors are budget processors and with support for standards there is worse than that of intel.
But in general, in fact, this rating is complete garbage, it was not in vain that it was removed in windows 8.1.

On socket AM2+/AM3 platforms in the minimum performance state the processor runs at 800 MHz / 0.85 - 1.15 Volt core voltage, and has TDP 46.1 Watt
On socket AM2 platforms in the minimum performance state the processor runs at 800 MHz / 1.15 Volt core voltage, and has TDP 70 Watt
But it should accelerate under load. So look at the CPU settings in the BIOS and in Windows. Maybe the utility from Asus is buggy and / or Windows with it.
Disable Drweb for a while
Put a clean Windows on the SSD after making an image. Don't add anything extra. Only updates and drivers.

And what did you want from the ancient weak cpu?
For comparison, the i5-4670K (an average desktop cpu today from the latest generation) in cpubench gives out 2 times more parrots than yours.
And the top desktop i7-4770K - 3 times.
And the top server E5-2697 gives out 17k parrots, instead of your 3.5k.

386DX , thanks, that helped a little. Exposed, however, a little differently: a minimum of 20% (and stood 5), a maximum of 100%. As a result, the processor rating became 7.2 - as it was on the old Windows. And most importantly - the Opera has practically ceased to hang! But for some reason, VLC and some other programs still take an extremely long time to start... Even if the turbo mode is set, they load noticeably faster, but it still takes a long time: 20-30 seconds for VLC and a little faster than OpenOffice...
