Why is webpack including the wrong img?

Please help, I'm writing to the forum for the first time, usually I "google" myself.
But on this thing it stuck for half a day =_=

The essence of the problem:
file-loader creates the desired image in the dist/1.hash.jpg folder, but in html it includes another (corrupted) image that was generated by itself
