Why is vqmod ignoring files?

Can you please tell me why vqmod ignores files with underscores?
Let's say I want to change <file name="admin/view/template/*/*.tpl">
Files with common names, it changes normally. But if the file name contains _ , for example, marketing_list.tplthen the mod is not applied.
But if you write template/*/marketing_*.tplor template/*/*_list.tplthen everything applies.

It doesn't work for me at all with tpl files. Who decided what?
