Why is UBUNTU crashing?

Reinstalled ubuntu, formatted part of the disk where ubuntu is, installed, installed, Chrome, Telegram, PHPStorm.
Lamp Server, recursively changed the rights on the /var/www folder, in order to work with Apache, I restart the computer, I choose Ubuntu at boot, and instead of loading it gives me a tty console, I reinstalled several times already, what's the matter?

Well, you need to make changes one at a time, and after each change, restart your computer. Then it becomes clear which operation breaks the system.
And why " recursively changed the rights on the folder / var / www "? What did you change to?
And what messages does the " tty console " give?
