Why is Ubuntu buggy?
Installed ubuntu as a second OS, along with Windows. On Windows, everything is fine, everything flies. Ubuntu is unbearably slow, such lags that I couldn’t even finish writing this message from it, on one firefox tab everything was darkened and stupid. What could it be? Reinstalled many times, nothing helps. I really need this OS to work

Two OCs cannot work with each other. I don't know why your ubuntu is buggy. Maybe you loaded it with some packages. I myself specifically order the ubuntu server so as not to load the computer.
I had wild brakes in the browser with Ubuntu 16 on laptops with a Rodeon video card,
almost all glitches with Rodeon ...
I put it on laptop 14, on computer 16, I still need to deal with video drivers, but it seems to be enough from the standard settings menu.
The system itself is very light, it is Unity voracious.
As an option - try another GUI, for example GNOM - hands did not reach out, but there seems to be no glitches with it.
Is this a laptop? You need to fade out nouveau and install bubmlebee.
