Why is there no vendor dir in Node-sass!?

npm install node-sass installs the package without the vendor directory (downloaded from the node site, the path to the package is specified in npmrc)
OS: Win2012
NPM: 6.4.1
node-sass: 4.9.3
npm rebuild node-sass, npm rebuild node-sass --force don't help.

The package downloaded from the npm site was installed crookedly.
