Why is there no streaming from laptop to TV?

There is a TV.
From some devices (Android smartphones, laptops) you can broadcast the image to a TV (LG Web OS).
For example, on a laptop on the youtube website, there is a button in the player: https://lh3.googleusercontent.com/Rtb8NiCPmwZ7TpiV...
By clicking on it, you can broadcast video from youtube to a TV.
But this only works with some laptops.
Why can't this be done on other laptops?
All drivers for network controllers are installed.
OS: Windows 7.

4 and 5 parameters cv::cuda::resize are the coefficients by which the original width and height of the image are multiplied. So you can increase it by 2 times:
I suspect that you are passing something in pixels there and getting a giant result that does not fit in memory.
