Why is there no OpenVPN connection between two VMs?

I set up an OpenVPN server on Ubuntu, below the config

I try to connect from Windows and I get this error The

time zone and time are the same on both machines, I opened the ports in the firewall, I also opened them in iptables. Also tried through 443, but without success. Below is tcpdump on port 1194
