Why is there no internet? Faulty switch? What to do?

Help me to understand. Internet works in part of the building. How it is organized: from the telephone line, the cord is connected to the TPLINK router, then from the router the patch cord goes to the DLINK switch and from there through the routers in different rooms on 3 floors. How much I understood routers are somehow configured on DHCP.
The funny thing is that from time to time the Internet disappears in a part of the building, but there is in the other part =) Previously, just restarting the equipment helped, but now it doesn’t help.
I do not know what to do! If you type 19.168.1.1, then I get to the same TPLINK, but this is only if the router is connected and there is Internet. And if it is not connected, then it writes that there is NO ACCESS and ACCESS IS LIMITED
Has anyone encountered this? What to do?

Wang that you have more than one dhcp server on the network, which may be enabled by default on some equipment. So it turns out that some computers receive normal addresses, the rest do not.
