Why is there no ftp access to the server on VestaCP?

On the server with the ip-address xx.xxx.xx.xxx, the VestaCP panel is installed and, by default, a site with a domain corresponding to this ip is also xx.xxx.xx.xxx, i.e. If you type http://xx.xxx.xx.xxx in the browser address bar , the page of the site located in the /web/admin/xx.xxx.xx.xxx folder opens. But for some reason there is no ftp access to this folder. I have already tried several times to create ftp access directly in the panel and still filezilla shows that the login or password is incorrect. What could be the problem? Can it be solved in some settings of the vesta itself?
