Why is there no Animation panel in Photoshop CC? are there any alternatives?

Animation Panels (Window > Animation)
I recently installed Photoshop CC and unfortunately found that the Animation panel doesn't exist at all, which is my go-to tool for creating GIFs. Is there any alternative? and why was this panel removed in the SS? I will be very grateful

Window → Timeline
Motom click the arrow next to the "Create Video Timeline" button and select "Create Frame Animation"

It has not gone anywhere, the usual renaming and shoving settings in other places. With Photoshop this often happens to create a kind of activity.
PS: And using Russian Photoshop (and any other program) is a perversion.
