Why is there an old version of the JDK on the Oracle site?

Recently I see an update arrived jdk 11.0.3.
Debian distribution.
And on the Oracle site they no longer post new versions of the JDK?

Oracle JDK updates for license purchases only. Minor updates for OpenJDK builds from Oracle only once a quarter and no more than two for each major version of Java. If more frequent updates or a longer support period are important to you, you will either have to buy a license or choose another vendor - Adopt, Azul, Amazon, BellSoft, IBM, jClarity, Oracle, Red Hat, SAP, etc.
