correctly suggested , for the installation period, when the correct drivers have not yet been loaded, you must use the old versions of USB ports. These are the ones located under the LAN plug. It will be even more reliable to install with a keyboard and mouse that have PS / 2 plugs - these will be correctly detected in the worst conditions, and they should work clearly even in the BIOS. Judging by the photo, your mom has a PS / 2, so borrow from someone who has such a keyboard / mouse for a couple of hours. And then, during the installation process, regular drivers for all ports of the motherboard will be pulled up, and PS / 2 can be abandoned.

Because plug not into USB3.0, but into USB 2.0.

Because there is no driver for USB3.
Either integrate them into your distribution, or use a PS/2 keyboard and mouse during installation.
Connecting to a different USB port probably won't help.
