Why is there a 404 error instead of a file?

There is a video file on the server. In the article I point to it a link, but the file is not displayed.
I began to watch the console, but it turns out that the server redirects to a 404 error. I began to check and I don’t understand anything.
The file itself is on the server.

In the body of the page, you can see that the link is pointed to it.

And we see that the file status is 200. And in the headers, even its size is indicated, of the same file and type...

. But why? It remains a mystery to me. And such a problem exists with various files, but not with all.
