Why is the upload and download speed limited?

Good afternoon. Previously, I had the problem of an unexpected crash after disconnecting the cable. Microsoft support said about the driver conflict and offered to update it by searching the Internet. That's how I found out that the latest supported version of my NVIDIA nForce 730i network card is Windows 7. This didn't bother me - I roughly downloaded and ran the installation in Win7 compatibility, after removing the network controller driver. So, everything works! Windows 8.1 does not crash if there is no Internet! Hooray! But here another problem arose. My Internet connection has become limited, where the reception is exactly 167 kb / s. Now I'm trying to somehow solve this issue and would be very grateful if you could tell me a way to fix the problem.

So, I solved my problem like this:
I found the most compatible version of the driver, for which it was not necessary to run the installer in compatibility mode. And, of course, the moral:
If the driver installer said "No" - then no!
