Why is the TypeScript file not compiling?

In an ASP.NET Core project, I add a *.ts file to the scripts folder. When building a project, for some reason it does not compile to *.js.
Moreover, in a similar ASP.NET (.NET Framework) project, such a scheme works.
How to compile TypeScript file with ASP.NET Core project?
