Why is the title of the element not displayed in Bitrix?

Why is the title of the element not displaying what is in the settings? Displays the words from the element's title. description outputs correctly.

I found the reason. She is on the screen. BUT! If if you do in "Set browser window title from property: no value (empty)" the display of PROPERTIES VALUES is disabled (see 2nd screenshot)...

Filling in the "META TITLE Template" field does not guarantee its display on the page.
It all depends on how the title output was implemented in the template.
