Why is the time not syncing correctly?

Installed update KB2998527 on all computers and servers.
Everywhere it stood up. The domain controller made NTP a server and registered synchronization with it in the GPO.
Everything is ok, everything is synchronized, BUT! Some computers don't sync properly. They are an hour behind. Those. if it's 10 hours on the NTP server, then let's say it's 9 hours on another server.
NTP server based on Windows server 2012r2. (On all servers where 2012 is installed - there are no problems)
One of the servers where the time is crooked is Windows server 2008r2.
One of the computers that syncs crookedly is Windows 8.1.
Updates are everywhere.

The time is taken from the time server without correction for the time zone. You need to make sure that it is installed correctly on problem machines:
(UTC + 03:00) Volgograd, Moscow, St. Petersburg
