Why is the telegram bot responding slowly?

Good afternoon. Why is the bot responding very slowly? One answer every 10 seconds approximately.
Bot works via webhook, server purchased from Shinjiru.
The domain works through cloudflare + ssl from them.
What determines the speed of the response? change ssl? Or adjust the server settings?
Some bots respond almost instantly, how to achieve a similar result? What aspects should be paid attention to?
