Why is the telegram bot constantly sending webhook requests?

Successfully launched the bot in the telegram messenger, but each command sent to the bot causes an endless stream of calls to the handler. Judging by the logs, webhook requests come for each command completely randomly, with a frequency of two requests per second to one request per five seconds. Please help!
