Why is the switch loaded with an outdated config after a power reboot?

The network has a pair of D-Link DES 1210-52. They initially had a certain configuration of VLANs (each has its own), let's call it config1. After the network upgrade, the configs on both have changed a bit, let's call the current config - config2. Yesterday, for the 2nd time, I observed a situation when, after turning off the light (the UPS's had used up the battery), both switches booted up with config1, instead of config2. Why can this happen?

Forgot to save the config? Or when they uploaded a fresh config, they uploaded it not to startup-config, but to runing-config, which in general can also be called not saved :)

In ciscos, if you interrupt the download at the initial stage and set some register to a certain value, then the cisco will boot with the default config, and if you make changes to the config after that, but forget to return the register to its original position after a reboot, the config will not be saved ... Maybe D-Linka is there? Haven't changed or adjusted anything in this regard?

It seems to be configured via web. Do you mean click on the Save button at the end?
