Why is the site template not connected in 1C-Bitrix?

I'm trying to connect a new site template. Files:

/local/templates/recommend/
-ajax/ --... -components/ --... -lang/ --en
--- description.php --- header.php --ru --- description.php ---header.php -page_templates/ --... -description.php -footer.php -header.php

I go to the site settings s1. Below I choose:

Although in description.php I set a different name (this may be important).
An error pops up on the site:

Template not found. Install a template for this site.

The "Install template" button leads to the same settings of the s1 site.

First enable the standard template from Bitrix, connect your template to the test page, for example, then compare, making replacements by file.
