Why is the site different from different ips?

In the morning, ns records of my domain were sent to cloudflare, and there was an A-record on the IP of my first vds running apache. In the afternoon I sent the domain to the ddos-guard servers, while in the ddos ​​guard the target IP was changed to another . The ip of the second vds under the control of nginx is indicated there. From the PC, everything is displayed as it should, and from the phone, magical, in the literal sense, things begin (some visitors of my resource have the same problem). When you go to my resource while sitting on Wi-Fi, the old site is displayed, which was controlled by the cloud flyer, although right now the cloud is completely untied and is not involved in any way. As soon as you go from vpn, or from the mobile Internet, a new site begins to appear, to which ddos ​​guard is already directing. Cleared cache and cookies, didn't help. What could be the problem?

Many people ignore TTL and update DNS records whenever they want and there is no way to influence this.
