Why is the service not available for publication in 1C?

I'm trying to create a web service in 1C.
When publishing, the list of available services is empty.
What could be the problem?

The upper part of the screen is cut off and it is not clear whether the changed configuration has been saved. If the changes are not applied, then the publication should be unavailable.
