Why is the server loading the network card very slowly?

Good afternoon toasters. I recently had a very strange case at work, on a 2008r2 server, network cards are loading very slowly, they are loaded in 3-5 minutes after logging in. Because of this, I have a lot of critical errors in the server role events. This appeared due to the installation of the Hyper-V server role, I demolished it, but the problem remains unchanged. Screenshots of network cards are attached to the question, are there any ideas for network cards to load correctly. The server is a domain controller and a proxy server. Removing the role apparently did not remove the virtual switch service from the properties of the network card.
You need to remove unnecessary services, check again.
Also, of course, you need to split the roles into different VMs.

you need to check at such a moment the services and the correctness of their work, for example, you can immediately after the start take a "snapshot of the status of the services" using PS Get-Service, then after the network starts working, take the snapshot again and compare which services were in an inadequate state, then you need check these services already in the event log.
