Why is the seo split in the infoblock?

This is probably a stupid question, but please enlighten me. There is an infoblock, let's say a general catalog of goods. In it in the settings there is a tab SEO. There is a complex catalog component that also has in its settings the formation of meta tags by properties.

I'm trying to change the keyword, description in the infoblock settings SEO tab. And there are no changes on the page. There are no new meta tags on the page with the complex catalog component.

Do they need to be displayed by the SetProperty command in the template? This is a ready-made tool for SEOs, where is it automatically applied?
