I updated Windows from 8 to 10, it used to be in Russian, after the update it became in English, solutions from Google do not help, in the settings where the language packs are and you can download a new language, the package with the Russian language is already installed, but for some reason in its settings the "delete" and "set the interface language" buttons glow as inactive, that is, you cannot click on them, the same garbage on 3 more laptops where I updated Windows, and only on one laptop Windows became in Russian, what could be the problem?

In Windows 10, now, in addition to the control panel, there is also Settings, which are slightly different.
Personally, I first changed the locale in Settings, and then in the Control Panel.
I can’t tell you the exact paths to the settings, because. no Windows 10 at hand.

Ты часом не "одноязычную" Windows поставил? Английскую, разумеется.
Это самая дешевая лицензия. Раньше OEM называлась (та, что с компьютером продается).
В более дорогих - переключение языков есть.
Ну и вполне возможно взять самую дешевую русскую.
Поди, при обновлении не тот дистрибутив выбрал.
Если это одноязычная - то активируй (активация не слетит, если купленная законно) и качай с сайта MS новый дистрибутив - правильный. Все сноси и ставь заново.
