Why is the request sent to the wrong address on my site?

This morning I had a problem on the site - for some reason, requests for statics began to be sent to the wrong place.
Requests like {site.com}/{folder}/{something}.jpg began to be rewritten to http://121.59.17.8/{site.com}/{folder}/{something}.jpg ip - 121.59.17.8 not mine and is not related to me. I opened it from the phone (joined the same router via Wi-Fi) - everything opens normally, but for some reason it became so on the computer.
Didn't make any changes for a whole month.
I opened it in the console - on the images the links were normal like {site.com}/{folder}/{something}.jpg, but if I open it in a separate tab - again the same parsley.
The problem occurs on IE and Chrome
Update
It was lucky that the problem turned out to be in the browser - the same thing started on other sites and not just on mine.

Do you or your hosting provider not use CDN technology? (static caching on geographically distributed servers for faster content delivery to hosts remote from the main web server).
If anything - the Chinese IP belongs to Chinatelecom.
