Why is the product change event not triggered when goods are completely unloaded from 1s?

With partial unloading, the script, which describes the actions for changing the product, works as it should, but with a full unloading, the script does not work out. This is some kind of rule in Bitrix or 1C, is it possible to somehow tie up to a full upload to the product change event?
