Why is the phone mask plugin not working?

I needed to embed a mask for phone numbers on the site, they advised the plugin habrahabr.ru/post/162537
localhost/andr-04.github.io/inputmask-multi/ru.html
But I can’t make it work, I even downloaded the page from the demo, it doesn’t works even on a lamp. I don’t understand what is the reason, can anyone give a working example or poke my nose?

Even if the demo doesn't work, it's most likely a jquery connection issue. Perhaps JQ is connected via CDN, and you, as I see it, are working on a local machine.
