Why is the password policy not working?

Created a policy, tied it to an OU, this OU is a user and his PC.

I do gpupdate /forceand then gpresult /rwrites to me

Anti-bruteforce
Filtering: Not applied (empty)

What's wrong?

Password policies seem to be applied on the domain controller. For individual groups and users, look towards the Password Settings Object
