Do not use paths that specify a protocol:
instead of

Your IE saw an error with the certificate. Judging by the appearance of the page, the static content (css) was not loaded. There can be many problems, you can’t figure it out right away, infection is possible ... Try using a different browser.
As a result, it was cured by installing the main software and rebooting.
