Why is the order form not responding to action="form.html?

I downloaded the site from the Internet for a friend, you need to connect it to your mail. Previously, everything worked out, indicated action = form.html and, when confirming the order, threw at least a thank you page. Now I just click "Order", throws the site up, and the data disappears. I can't understand what is missing.

Form.html simply says --- action="send.php" method="POST" name="order-form" accepted-charset="utf-8"
